Abstract: The conference paper focused mainly on political crime and victimization in South Asian developing countries (i.e., demographic subdivision Bangladesh). The objective of this paper is drawing successful strategies to make exploitation free life on the basis of the existing laws and theories to eradicate the peril. The data was collected mainly from secondary sources. After liberation war in 1971 there was no existence of the term political crime specifically but now it is the most detrimental crime which is increasing day by day. The perceived types of political crime included genocide, espionage, extrajudicial killings, political assassination, election fraud and violence etc. The underlying causes of political violence are political-ideological issues, Secularism and religion etc. The general people are the victim in this regard. The study was recommended to take a collaborative action to all the stakeholders to create awareness to the political parties enforcing laws by government to eclipse these sorry tales.

Privatization Through IPO as a Tool of Attracting FDI: The Case of Ukraine

Abstract: This article analyses the use Initial Public Offering (IPO) as one of the priority ways of privatization of large state-owned enterprises, carried out in order to attract long-term investment resources and improve the level of corporate governance in Ukraine. Lack of investment resources in Ukraine causes the need of entering foreign capital markets and attraction foreign investors for privatization processes. The insufficient development of institutional conditions in countries with transformational economies is seen as an obstacle to the introduction of an effective regulation system of privatization processes. The article considers the specific to Ukrainian state-owned company’s problems of conducting IPO. Such enterprises do not meet the requirements of listing of leading stock exchanges, and therefore require the assistance of financial intermediaries and international donors in the organization of transparent privatization through the sale of shares in the stock markets. The author analysed the advantages of cooperation of Ukrainian state-owned companies with underwriters under the "firm commitment" scheme and risks in case of receiving services from a financial intermediary under the "best efforts" scheme. The article deals with guarantee mechanisms of support of privatization processes aimed at attracting foreign investments. It is emphasized that provision of additional guarantees will contribute to the inflow of capital. The author proposes a mechanism for the provision of privatization compensatory guarantees to the underwriters by international financial organizations for the successful initial public offering of shares of state-owned companies which are subject to privatization in Ukraine.

New Deal for Minorities During the Great Depression

Abstract: During the Depression years, minority groups in the United States suffered more than the other segments of the American society. Yet, they were not the focus of New Dealers. One may wonder why and how were the lives of women, African Americans, and Indian Americans impoverished by the Great Depression enhanced under the New Deal. At the outset, NIRA codes emphasized women’s inferiority to men since they reinforced traditional long-range place in the labor arena. African Americans, too, suffered more because of the NIRA. Likewise, the AAA and the CCC were administrated in segregationist manners. It was until 1935 onwards that things changed in favor of those minorities. Federal relief programs and agencies like the FERA, the WPA, and the NYA; and many other acts and executive orders contributed significantly in enhancing minorities’ conditions of life during the Depression years.

Abstract: Since Ukraine gained independence, the level of trust between citizens and government has undergone dramatic changes. The determination of citizens to become the driving force of social change is increasingly beginning to emerge. The growth of the knowledge economy, the empowerment of people through social media and the emergence of transnational civic networks have made the public more and more a powerful participant in solving state domestic and foreign affairs. For today, the process of improving the organizational and legal mechanisms of state-civil communication has not found a proper solution and still remains relevant for Ukraine. The purpose of the paper is to explore the essence of information and communication support for the activities of the President of Ukraine. The theoretical and methodological background of the article was the following general scientific and special methods: systematic approach and semantic analysis. The result of the study is suggestions for resolution of the main problems of introduction of electronic governance in the system of public administration and proposing the main ways to overcome the problems of e-government in Ukraine.

Abstract: The term “Political Engineering” has appeared more than 100 years ago. Present development goes ahead according to systemic principles, and political systems engineering can be considered as the design, implementation and validation of systems, composed of integrated subsystem representing parts or functions of complex political reality. This course of development should be oriented towards reality of the 21st century, when Earth has been entered the anthropocene epoch, and the humanity the E-civilization era. Present Information Society needs participatory, networked and AI-assisted political structure not composed of elected rulers and electing subjects but rather of hired managers and principally deciding associates. Two hypothetical projects that meet these demands, one related to local referendum and the other to the UN Security Council, are discussed in the article.
